You should review an "Eco OBD OBD2 Economy Fuel Saver" from Amazon, I have seen a few of these come into the shop plugged into vehicles. Out of curiosity I took one apart, the only electrical connections to the OBDII port on the vehicle are power and ground to run the blinking green LED.
