Unzip it, copy files inside and replace original waifu2x- extension-gui files, don't just delete original files, copy and paste, and when windows ask you do you wanna replace original files, say yes

using this version, i took some gifs that were 300x500 and 25FPS to start (16 frames total per gif. less than 1 second length). x2 and convert to mp4 x2 and interpolate to 30FPS then interpolate x2 to 60 FPS (no upscale) using the 2D anime Quality preset 100% perfection!! resultant mp4s are 1200x2000 @60FPS (roughly 42 frames per video) and are seamless and without any loss in quality. thank you!!
