My theory is STAR labs in that universe is a subsidiary of Wayne Enterprises allowing Barry to do his Flash work since someone else is running the company. They mostly work with household appliances like coffee makers.

I assumed that STAR Labs was receiving money from previous patents and licensing of technology. Plus they did create most, if not all of the anti-meta tech used by the police and Iron Sides prison.
