that is probably more accurate. though the way he was grooming him until now seemed more parent/child to me.

I think the opening scene shows that Jack does believe Will, but without any evidence there’s nothing he can do. He’s just pretending not to believe him so he doesn’t “scare the fish away”, while Will lures him.

I think maybe Hannibal didn't let Will shoot that guy because of what he said to Margot earlier in the episode. Not to kill (her brother) until she knows she can get away with it. I think if Will had shot the guy there, Hannibal thinks he wouldn't have gotten away with it and that would have sent Will back to jail and away from Hannibal. The other option is that Hannibal wants Will's first real murder to be either Hannibal or someone Hannibal chooses for him. In his mind, perhaps Will shooting Ingram would not be the "reckoning" that is most appropriate for Will's growth as a burgeoning murderer.
