I think you might have misinterpreted that last scene a little bit. It wasn’t really about Richie going over board and making a mistake, it was a moment of character growth. Richie he show multiple times that he has old school ideas about not snitching and getting things done like a man. He was literally about to walk up to them with a gun and presumably threaten them into leaving. Him calling the cops was supposed to show how he is realizing that he has to change with the world. Instead of trying to act like a tough guy he’s acting like an adult and doing what is best for the business and protecting his people. Even Syd’s solution was only a stopgap bandage over the problem. It was supposed to be a hopeful moment for his character.
