I mean, if they do nothing, there will most likely be a war. Yes, killing a pregnant woman is bad morally speaking, but they can't just do nothing whilst hoping that for whatever reason the Targaryens decides to stay across the Narrow Sea. They aren't really vile, they are speaking sense, Ned is just too honorbound to go down the path that requires you to do what's necessary. (which, good for him and all, but it doesn't help the kingdom)
