【國際關係深度評：經典復刻🛗】 電梯操作員的啟示：人工智能與自動化的延後影響
🕑 Added 2025-02-18 07:01:00 +0000 UTC人類的發展進程，並不一定如理論般推進。社會的客觀情況，雖然不足以改變歷史進程，卻可以大幅度調節時間表和路線圖。
早前在南韓獲邀參加一個國際人力資源研討會，不少講者都是資訊科技公司巨頭，不斷引述同一個例子：由電力推動的升降機自19世紀末開始，就在世界各地普及，到了1950年代，已經完全無需要有「電梯操作員」存在。然而這職位的黃金時期，居然在幾年後才開始出現，特別是酒店、百貨公司等，都要聘請「電梯操作員」開關升降機門、協助顧客出入。
這些操作，當然不是顧客不能為。「電梯操作員」的職位之所以得到保留，很大程度是商場考慮到公司、商場的檔次、形象，而保留這些「人力資源」的代價有限，卻滿足了業務的某種非物資需求。到了近年，全球的「電梯操作員」才徹底式微，距離電梯全自動普及化，足足數十年。
從上述例子可見，除了新科技的應用，不同界別持份者的觀點、大眾的非物質需求，同樣是決定人工智能與自動化何時取代各行業的關鍵。最具影響力的自然是決策者，與及影響決策者的既得利益者。
例如電動私家車在技術上已不成問題，但政府如何調節其首次登記稅，自然影響消費者的購買意慾，車廠在衡量過政府政策對需求的影響，自然會調整營運規模。又如舊香港曾經一直被拖延的數碼廣播，在網絡電台百花齊放後的日子，才獲批出牌照，但此時數碼廣播、網絡電台，都已是明日黃花。因政策而令新科技與香港擦身而過的例子，俯拾即是。
勞資雙方的觀點，亦是影響新科技如何普及的關鍵。
除了因為公司形象而保留電梯操作員一類案例，資方亦會考慮成本問題。使用新科技生產，需要一定投資，能否於短期內收回成本，沒有保證。加上全球化下，資方傾向將生產線搬到勞動成本較低的地方，例如近年不少工廠從中國大陸搬到越南、柬埔寨，也延長了勞力密集工業的壽命。唯有當資方有信心使用新科技後，能大大提升生產力、降低成本，才會作出以機器取代人手的決定。市場等待的是某個大刀闊斧使用新科技、而又能迅速提高業績的案例，然後改變，就會直落懸崖，不可收拾。
至於勞方的觀點，也有一定角色。這在勞動法例薄弱的地方或難以理解，但在好些國家，要使用機器取代工人，並非政府、企業能獨自決定，因為工會、媒體、大眾的角色，足以左右政壇大局。美國一方面科技發達，另一方面不少小鎮依然相當復古，就是這麼一回事。何況在考慮生產力、利潤之餘，勞工權益在現今需要人文關懷的社會，也具有公關作用。政府也會考慮大量工人失業造成的社會動盪，例如19世紀初，英國工人反對紡織工業化的盧德運動（Luddite），就是工運史的著名例子，信心不足的管治者，往往對這些趨勢格外恐懼。
由於比起前三次工業革命，「第四次工業革命」對不同國家、勞工造成的影響勢必更深，各地政府紛紛嚴陣以待。例如十年前，美國總統行政辦公室曾就人工智能對經濟影響評估，指出要從三方面應對挑戰：為人工智能帶來的好處作出投資；為美國人對將來出現的工種作教育、培訓；協助轉型期間受影響的工人，讓他們分享經濟成果。
當時的總統奧巴馬任內投放大量資源在STEM（科學、技術、工程及數學）教育，正是回應之一。另一討論熱點是SpaceX 創辦人馬斯克（Elon Musk）提出過的「全民基本收入」（Universal Basic Income），讓離開工作崗位的人，從事其他有意義事業，從而達到軟著陸，不過此刻的可行性成疑，十年後則未可知。
到了我們身旁的律師、會計師、編輯都被人工智能淘汰，我們的社會，又會怎樣回應呢？

AI發展在普遍應用上一日千里，但即使是文職的工作，控制AI在不同場景、不同專業範疇domain-specific的應用持續可靠地達至真人的效果還需要一點努力。可見可能未來5-10年(?) human-in-the-loop 輔助式的應用應該是主流，實際的工作會不停地轉變加入自動的元素，但總體數量上可能員工自然流失已經足夠。要大規模裁員還需要多功能機械人的研發，還有點走盞......

The issue with technology diffusion is less about the new technology itself but more about upending the existing ones. Smartphones took only a very short time to proliferate worldwide. In the electric vehicles example, we are talking about displacing trillions of dollars of existing infrastructure: Gas stations, dealers, supply chains, the stock of cars on the road with long replacement period, insurance providers, etc. Gasoline price will have something to do with it, so does the profits of existing automakers. Workers getting laid off will translate to changes in emission policies. On the other side who is going to build the charging piles before we have the cars. Can the power grid handle the new demand. Where are the lithium and rare earths coming from, how many years does it take to start a mining project…etc. And then we have to change what is entrenched in people’s minds and habits: Range anxiety. Take so long to charge. Cost too much upfront. Will it blow up. Who fix it when it is broken. What is the resale value. Will the car last… etc. We can all learn new ideas, we just have trouble getting rid of the old ones. For AI this problem is diverse: we have to think about this for each and every one of the industries they are going to disrupt in time. Technopreneurs will have us think this will come tomorrow: they want to have investors, talent and government on their side and make this a self-fulfilling prophecy. That is their job. We are the accomplice. When we think a job won’t be there in 10 years, we are less likely to sign up now, that helps to make that job even easier to get replaced by AI in time. We don’t want to be blindly optimistic nor, unduly pessimistic either.
