Use his Inquisitorial authority to make critical decisions that shape the outcome of your missions.
You will meet him in the headquarters if you have enough loyalist points (those who play the heretic path will found someone else to help them finish the story). He is skeptical about the alien threat in the planet, therefore the first step is to convince him.
But beware of the locals who are not so friendly towards the Inquisition. They might have a surprise for you. So get ready and grab the game builds
