This is a hilariously good question and I promise that within a hundred chapters I will give you an actual answer.

Okay, what the heck determines what spells are? The categories we've seen are "move physical (thing) around", "turn physical (thing) into (product)", "change living (thing)", "gain information about (thing)", "create magic (thing)" and "alter other spell". (Thing) being seemingly any possible word, usually a category of something, that fits the criteria. But now there's a matter creation spell, and for brine specifically of all things. I'm not sure if it's a freeform mix and match of relevent verb noun combos, and it's just chance that picked the specifics with there being a limit on how many different spells there can be, or if it's pulled from cultural relevence, or if there's an intelligent entity choosing them for some goal.
