I might be misremembering things, but I believe NeoTokyo came out during a period of time when a lot of games were released as "Half-Life 2 mods" because that was a way small developers could use the Source engine without the financial commitment of licensing the engine for a standalone game. If NeoTokyo's one of those, calling it a "mod" might be closer a legal formality than a description of the game.
