Let's hope it just means Saffy's letters are never sent
I feel like the other children that had to leave went to their families on the other side of the rainbow bridge, if you know what I mean.
Also, the part of the other girls being adopted reminds me of the anime "The Promised Neverland"

So Saffy never really had a real family life, friends or any real childhood. Her father groomed her to be used for his own purposes like some slave 馃槩
I agree it's an important part of the plot. It shows us that Saffy never got to be the role she was born to be to grow. And because of that, here we are in the thick of things
