The reasons will be divulged in the next Tara & Karl comic. As the timeline goes this is happening right as Karla has been brought to Trivium. A day after the events of Battling Fate.

I'm surprised that iron chains are needed at all; shouldn't the spell from "Battling fate 23" bind Karla with invisble chains? How much story-time passed since the spell and what happened in the meantime?
