And sadly mods cant really fix it right now.
I am a 90% Empire player and your assessment is spot on. Playing them in vanilla is like being kicked in the balls continously. In SFO it is similar but I get to kick back and once I get access to Hochland long rifles then the tides are turned. Early and midgame can be a nighmarish experience but it is also the most rewarding imho.
