Sounds like you're on not.allbad.cards, the family version. The new packs are not family friendly, though we do have some on the way that are!
It shows original pack and kooky pack-how do I add holiday pack?

Hi! These card packs are listed in the official packs in game settings, not inside custom packs.
I believe they are only available when you initiate a game.
