21:00 ish - for Wendell, the "prisoner round thing" is called the "panopticon". A lot of prisons use a panoptic design in that there will be a circular room for wardens in the middle of a complex that can see into multiple wings. The hypothetical panopticon though of a prison designed as round room with a central tower that is able to see in all the cells, but the prisoners in the cells cannot see into the tower so that they do not know if they are being watched or not, has only been tried in real life in a few places. Cuba is one of them.
