I read some people commenting they thought he would ask Laura to kill herself, but I don't think he'll feel any pleasure on that.
he's bad, but he's much more about control and potential... Laura was always useful for him, and he knows he can keep controlling Orozco as long as Laura lives.
plus, I think just humilliating a xeno and make them obey every command would be much more delicious for him.
I thought about what to do in this final page back then, and this simple thing was enough.

CONTROL. he stayed away because he knew he wasn't being too rational with his hatred toward Aden. put Daniel and Orozco on charge, knowing they would find a way to make the xenos work... and Orozco with the specific mission to develop the conditioning. of course it's not explicit, but he's always been there watching.
