"Reach out and touch someone" wasn't Cable's catchphrase. It was the catchphrase/slogan for AT&T Long Distance back in the 90s. And AT&T was one of the main public payphone providers in the 90s as well, like the payphones in that scene where Cable gave AT&T a nod by using their slogan.
