I would've chosen Erwin if I was in Levi's shoes, but from a story standpoint it made much more sense for Armin to live. :/

But without Erwin there would be no Scouts still existing by the time Eren, Armin, and Mikasa come along. Keith wasn’t making any progress as commander and if we’re being objective Erwin is the clear choice. No one has time to wait for someone to reach their full potential when you could already have a battled hardened soldier with experience in this war. I love Armin but Erwin was the best choice objectively speaking. But for personal reasons I understand why Armin was chosen Erwin earned the right to die out there with his soldiers his watch came to an end
