I'm gonna assume it's specifically to keep the theme of the environment for their weaponry rather than a multipurpose tool. Because if they're using that in any kinky way, that's gonna hurt beyond a point where even people who get off on pain would enjoy. Especially if it's made of some, like... flexible metal or some shit.

Bruh, what is that whip made of that it can block a sword strike? Side note, a guard using a whip as a primary weapon in a temple devoted to giving into your horniness? Nice.
