Kenpachi is the title given to the most battle-loving shinigami, and in his case, he easily has the potential to be the strongest but he unlike the other captains doesn't have a sword release yet. Also, bleach isn't linear enough to directly place someone over another (For the most part), some people could be less skilled or weaker but have a strong ability. People Like Ichigo and Kenpachi have abnormally high levels of spirit pressure, so they can naturally do a ton aside from skill and technique.
