"Captain Level Spiritual Pressure" Doesn't mean you're as strong as the average captain, it tends to mean your energy output is on the level of a Lieutenant/Captain. If you remember shinigami can grow stronger from near-death experiences and Ichigo keeps doing that vs high-level threats and he was already on the higher side of Spirit Pressure...Long story short is, Ichigo has the Energy of a captain but not the experience or skill.
