If you really think about it: Ceating a tailed beast weapon = Nuke Bomb a village to instill fear = Hiroshima, Nagasaki Stop wars for monetary peace = Japan surrendered He wants to hand out this weapon to all nations. = all major powers have nukes The only reason there the world isnt at war again is because the major powers now hold nukes that can decimate cities. The fear that Pain wants to instill is what we have in the world right now. No one wants to fight cause it would dessimate all life as we know it. Its not like there isnt any hate in this world. If such weapons of mass destruction didnt exist, we pobably would all be fighting still. Many people discredit Pains plan but it isnt far fetched, its literally whats happened to the real world. If I may Neel. I also recommend listening to this speech in the English dub also. Because Pain's english dub is JUST as good as the Japanese one. Honestly, Pain's speech is one of the few wonders of the Naruto franchise.
