its not that the mod souls were deemed dangerous but inhumane. They decided that reviving corpses by putting a modified soul into them to fight hollows was wrong and just as the mod souls were created to launch the plan, it was shut down and they had to be eliminated. I mean can you imagine? Your uncle passes away and the day after his funeral you see him doing jump flips and kicking the air at the local park.
