every eye have different ability. itachi one eye had amaterasu and the other tsukiyumo. sasuke one eye had ametarasu and the other ametarasu control. similar is with obito. his one eye lets him pass through shit and also go to a domain while kakashi can only send shit to that domain. thats why madara said sharingan works best with 2

Each kamui eye is different obitos is more op then kakashi kakashi can snipe attacks thrown at him and it brings that attack to the kamui dimension and obitos can phase thru objects and can bring himself and others to the dimension.

I wanted to note that Kurama having half his original chakra doesn't seem to make attacks or abilities weaker, since even the strongest ones use up a lot less than half his original chakra. It's kind of like how Naruto's power does not go down by half whenever he uses a shadow clone, despite the jutsu splitting his chakra in half. He has so much chakra that halving it only cuts how many attacks he can use before exhausting it, rather than how powerful the moves are. Course, the point stands the Ten-Tails is far stronger still.
