At first it seemed as if enhancers are the most op nen users because of their versatility, and they are, but here we are with conjurers, that can conjure op shit. Kurapika: "I will conjure chains that forces zetsu on his opponents after ensnaring them" Nen rules: "umm that is too op, nope. You can easily best even powerhouse enhancers with that but you don't have strong enough nen to create such an op chain" *Kurapika places two conditions* Nen rules: "access granted, you are op now" Heheh... I guess you could conjure a sword that cuts through everything, even nen, if you place strong conditions.
