In this case, it has been foreshadowed since episode 1 that Karakura Town is the special zone because of the number of hollows that keeps appearing. It's not really a "Oh the main character is here, let's make it this place" without any reason. You can say, Ichigo became what he is because of the place, and not the other way around.
