It's most likely gonna be how it is with the One Piece movies, canon characters but not canon events

As far as we know, this movie is canon - Tabata, author, state that he thought of putting this into manga, but decided it would be better as a movie. And your assumption about those new characters is correct - from character pages made for Jump Festa we learned even their names and position. From left to right: Princia Funnybunny (and I'm not making her last name up xD) - 11th Wizard King Edvard Avalanche - 20th Wizard King Jester Garandros - 16th Wizard King
