It's not really a "a season must be so many episode" reasoning but more a "There is a limited amount of timeslots for anime and if you randomly deviate from it it throws off the planning" type of reason. E.g. if the season was 28 episodes long then for the next 8 weeks either in that time slot there wouldn't be a new anime or the next new anime in that time slot would have only time for 8 episodes. Well there is also the fact that the only reason those 4 OVA's are necessary is the slight deviations from canon that happened at the end of S1, when S2 wasn't yet confirmed, since those OVAs bring things back on track for the sake of S2.
