It's also a show of clear character growth, imagine this being Rudy from Episode 6, he surely would have take advantage of the situation to at least cop a feel. He is actually relearning the importance of consent. He attained some self control and excuses himself to take care of his urges, instead of pushing them onto someone else. This might seem like a really low bar to clear, but that's just how fucked up and twisted he got from his trauma and the 20 years of nearly complete Isolation without any human interaction.

The why of showing her pants open and the underwear visible: This show doesn't do stuff like this for fanservice. It shows where a protagonist looks. It's part of showing you what kind of personality the protagonist has. I really like how the show you the characters personality and not tell you or do it for fanservice.
