I've found out if you didn't have an account then your daily limit is 5gb (slightly under the file size) The Webm should play just fine though. I've added another google drive link though just to make sure.

Ah, I did not know it did that. In a few hours I can set up a torrent instead, aside from that my only option might be to compress the file.
