In the UK, we'd call them thugs, brutes, criminals, perverts. All would be applicable :)

I call them "the boys" in my head. But to apply a label, I'd call them something like either grease monkeys or neighborhood idlers. Layabouts, wasterels. I think of them as less harmful than hardened thugs. Not part of organized crime and don't have the ambition to be really dangerous or hurtful. They're just the local "casual labor" who will do just about any job for a couple hours, get paid in cash so the government leaves them alone and they can hang out to try to get some girl action. Like mechanics that work at a barely legal auto repair shop. Not shy to use a little physical intimidation and light drugs to loosen legs, but they won't beat a girl to rape her.
