Seoul is a big city filled with sky scrapers and the wind direction changes by the minute as the air whips up one street, hits a wall of buildings, and makes a turn. In Olympic park across from the JYPE building it kind of swirls in a circular fashion. She was not running in the direction the wind was blowing either, seems like she was running across the wind and that was making her kite just spin and not lift off.
