that's what I thought at the start that he is turning back time on things but I see that he is fixing things to how they originally were.

You probably already know this, but Jouske doesn't heal, he fixes. It does end up being the same as healing mostly but doesn't need to be. He can fix someone's face up differently if he so wants to (like the delinquent in the first episode). It's not exactly the same as healing but more turning back time for something, although not quite that either.
