I had the idea that she'd be secretly affiliated with the Silencers as an information broker; an intermediate between them and Ignacio. She'd likely be a goblin exiled from her clan, and from that, gained some sort of resentment for the Goblin King/Archgoblin, which is why she chose to join civilized society, despite being a green-skin.
I can't imagine street-life would have been kind to her, but perhaps the Silencers and Ignacio may have seen her usefulness.
