Summary: Having been elected Minister of Magic, Harry Potter discovers there's something he must do now, something that every Minister before him for hundreds of years has failed to accomplish. An ancient treaty with a Veela Enclave can only be renewed if Harry proves himself. Time for Test Number One.
-x-X-x-
Harry Potter, newly elected Minister of Magic for all of Great Britain and the youngest wizard to ever take on the post to boot, wasn’t honestly sure what to expect here. The wizard was no longer a child. In his late twenties, he had grown out of his boyish looks and become a true man in both appearance and demeanor. Setting aside his love life had been hard and it’d displeased the Weasley’s greatly, but in the end Harry had felt called to something far more.
Focusing solely on fixing the wrongs that he still saw prevalent throughout the Wizarding World, Harry had shown that the drive and determination towards success and victory that he’d had as a child was not lost with the coming of adulthood. Auror Potter had cleaned up the rest of Voldemort’s escaped ilk within a couple years. Auror Captain Potter had reined in corruption in the Auror Department as best as he could, and when he’d become Head Auror Potter, he’d finished that work to his satisfaction, leaving the Aurors as they were always meant to be, a peacekeeping force that the public could count on and trust.
As Minister of Magic, he’d already made strides towards fixing the worst of the upper crust’s excesses. While the Wizengamot technically had power of their own, no one was willing to be on the bad side of the Man-Who-Won. With Dumbledore and Voldemort gone, Harry had grown from a surprisingly strong child to the most magically powerful wizard in all of Great Britain.
There’d been rumors that he might go Dark Lord if he didn’t get his way and after everything that they’d seen Voldemort do, nobody wanted to be the one who set off Harry Potter. Of course, he’d started a few of those rumors himself. Harry had long since learned how to use the magic world’s penchant for gossip against them. By controlling such asinine things, he could keep a firm grasp on just what was said about him. He hadn’t originally wanted to become such a political creature… but in order to fix what was broken, he’d had to adapt and overcome, just like he’d always done and always would do.
This though… this was a fair bit odder. One year into Harry’s term as Minister of Magic, he’d received a letter from an Enclave of Veela of all people. Harry hadn’t truly understood the letter’s contents, until he’d consulted with the paintings of past ministers, as well as the Ministry’s records and archives. As far as Harry could tell, there was an ancient pact between Britain’s Ministry of Magic and this Veela Enclave. Unfortunately, it had expired and gone unrenewed for hundreds of years.
It seemed a little strange to Harry. According to the records, which unfortunately had been damaged and left fractured by Voldemort’s short reign over the ministry, every Minister of Magic had tried and failed to renew the pact. Harry couldn’t imagine why they would ALL go for it, despite such a long history of failure. What could possibly be worth that?
Unfortunately, that information had been long by the aforementioned damaging. Harry only knew that in his position as Minister of Magic, he would be given an opportunity to renew the ancient pact of friendship and cooperation with the Veela Enclave. The letter was frustratingly vague. It spoke of a series of tests. Harry had never enjoyed tests… still, it felt as if it would be rude to at least not try.
Perhaps that was why every other minister had given it a go as well? Harry knew not, but now here he sat, in a meeting room. The Veela Enclave’s representatives would arrive soon and then the first test would begin it seemed.
Tapping his fingers on the wood before him, Harry pressed his lips tightly together. His eyes began to slide over to the clock but that was the moment in which the door opened and admitted his two guests. Harry had been expecting beauty, given what the Enclave was made out of. It took him a second, even as he stood with a smile on his face and a hand outstretched, to realize he knew these two veela in particular.
Well, part veela. Coming to a stop, Harry blinks, his smile dipping slightly.
“Fleur and Gabrielle Delacour? I wasn’t expecting you.”
Both beautiful women smile at him. And Gabrielle has definitely grown into a woman, even if she is young still. Doing some quick math in his head, Harry figures that Gabrielle must be eighteen now, while Fleur would be twenty-seven to his twenty-five. The part veelas step fully into the room and the door is closed behind them as Fleur steps up and takes his hand, shaking it firmly.
“Minister Potter, it’s good to see you again.”
Harry blinks at the formal form of speech and represses a shudder of arousal at Fleur’s delicious French accent, but before he can correct her, Gabrielle has launched herself past Fleur and into his arms.
“Oh Harry! I’m so happy that it’s you!”
Gabrielle’s accent is a little less pronounced for whatever reason. Perhaps because she has spent more of her formative years around English speakers. Regardless, Harry catches the blonde missile in his arms and chuckles as he hugs her back for a brief second before letting her down. Gabrielle does not look happy to be so quickly let go, but she doesn’t try to extend the hug, instead settling for a pout that Harry makes note of but does not comment on. Fleur looks disapproving of her sister’s antics, but doesn’t say a word as Harry speaks.
“Please Fleur, call me Harry. And it’s good to see you both as well… still, I’m a little confused. You are the representatives of the Veela Enclave? I thought you were with Gringotts still Fleur…”
Fleur and Gabrielle exchange a glance and when they look back at him, their smiles are all the wider as Fleur explains.
“No, Gringotts did not… work out. In the end, both Gabrielle and I have found far more work at our grandmother’s Enclave. We are not full members yet… but for the Minister of Magic’s first test, we will do.”
Harry lifts an eyebrow at that.
“You will ‘do’? What does that even mean Fleur?”
Smirking, Fleur reaches up and begins to undo the buttons holding her cloak together. As she does so, Gabrielle pulls out her wand and begins to cast privacy charms on the room. Harry isn’t too focused on what Gabrielle is doing however. Instead, his eyes are nearly bulging out of his skill as the beautiful part veela exposes herself to him. Fleur Delacour isn’t wearing a single stitch of clothing beneath her heavy cloak.
Gabrielle is quick to join her sister, and soon Harry is staring at her too, a bit guiltily as he takes in the young witch’s nubile body. They’re both beautiful, though of course Fleur is slightly more mature. Gabrielle still has a year or two left of growth, but she and her sister are closer than ever before in sheer looks.
Yet, where any lesser man would be drooling and staring at this point, Harry is just gob smacked… and in full control of his mental faculties.
“You two… what are you doing? What is this?”
The Delacour girls approach from either side and wrap themselves around his arms, their tits pressing to him and their hands moving to his crotch as Fleur continues to speak for the both of them.
“It is quite simple Harry. The Minister of Magic must be strong enough to resist a veela’s allure in order to renew the ancient pact. Thus, the first test must expose him to the allure of two part veela’s, in order to see if he is even worthy of facing the real thing.”
Suddenly, Harry’s belt is coming undone and his pants are unzipping themselves, seemingly all on their own. He looks to Gabrielle to find the younger woman grinning impishly as she twirls her wand. Then, the part veela sinks to her knees before him and Harry can’t quite bring himself to stop her as she studies his cock, taking it in her smooth palms and stroking him up and down.
One of his hands slides into her blonde locks, but other than that he makes no note of it, even as he turns back to Fleur and frowns.
“But you and I both know already that I’m immune to your allure Fleur.”
The older sister grins wickedly and nods in agreement, even as the younger takes him in her mouth.
“This is true Harry, but that does not mean Gabrielle and I can’t have our fun. You will past this test with flying colors, unlike every Minister before you going back centuries. I would not rob my little sister of this chance to finally, properly thank her hero for saving her life all those years ago though. Would you?”
Harry blushed a bit at that, even as he looked down and saw Gabrielle’s big blue eyes staring up at him with desire, lust, and adoration in them. He had indeed ‘saved her life’ once upon a time, though even to this day Harry had no idea how much danger Gabrielle would have been in down in the merman village. It didn’t matter, she and Fleur had always been thankful for his bravery. He just hadn’t known it’d gone this deep.
“So then… the first test is sex, with two beautiful women?”
Now it’s the Delacours’ turn to blush, but Fleur just grins and pulls Harry into a long deep kiss as Gabrielle bobs up and down on his cock. When Fleur pulls back, she nods.
“Yes Harry. To pass the first test to OUR satisfaction, you must fuck the two of us senseless with this big hard cock of yours. Do you think you can do it?”
Something deep inside of him says yes, even as Harry himself can’t help but grow hungry for more. His magical power is bubbling to the surface as he takes in the two naked beauties essentially offering themselves up to him. As part veelas, the Delacour sisters are far more attuned to the presence of magical beings then most humans are.
Both Fleur and Gabrielle find themselves drawn in as if it is Harry who has the allure and not them. Shocked, but incredibly aroused, Fleur can’t help but moan wantonly as she all but humps the side of Harry’s body with her moistening, dripping wet cunt. Meanwhile, Gabrielle is taking so much of Harry’s length into her mouth now that she no longer needs to hold him at the base. Instead, her hands go down between her legs to her own pussy as she touches herself right there on the floor before him.
With a grunt, Harry goes right over the edge as the room fills with the sounds of slurping and smacking, and the smells of sex and arousal. He cums inside of Gabrielle’s throat, but it’s clear that the young woman, despite her veela beauty, is not experienced in things like this. His seed causes her to choke and explodes out of her nostrils and the corners of her stretched lips, leaving her dazed and swaying a bit even as Harry pulls out of her mouth and turns to Fleur.
Fleur’s grin is wiped away in an instant as Harry takes charge and grabs hold of her wide hips. The slightly older witch finds herself bent over the nearby table by Great Britain’s newest Minister of Magic, and her shapely fat ass is pulled out to meet his hard, throbbing cock. Leaning on the table that they might have used to discuss business in a true negotiation, Fleur can only moan wantonly as Harry’s cock slides into her slick, ready cunt without a single issue.
He bottoms out inside of her in moments and then pulls back to thrust in yet again.
“Oh yes Harry! Just like that! Fuck me just like tha-mmph!”
Harry’s hands reach around Fleur’s head as it bounces back and forth with the rest of her body from the force of his powerful pistoning prick. His fingers hook into the sides of her mouth, acting as a makeshift gag that turns her entirely inarticulate as he uses his newfound grip on her face to force her back into an arch, fucking her even harder.
Fleur’s breasts bounce with the power behind his thrusts, the entire table is jarred with each hit. But the blonde barely notices, lost in the pleasure of being fucked by such a powerful, strong-willed Wizard as she is. This is what the Veela Enclave is looking for, Fleur knows that. They will only agree to reaffirm the ancient pact with the English magicals if Harry can impregnate every last one of them with child.
Yet, as orgasm after orgasm strikes her in time with Harry’s thrusting cock, Fleur begins to wonder if perhaps the Enclave has bitten off more than it can chew. She certainly feels like she has.
Only a few minutes later, Harry drops Fleur’s half-unconscious form onto the table, his seed dripping from between her twitching legs as she moans in exhaustion. Then he turns to Gabrielle and the eager eighteen-year-old is quick to hop into his arms. Harry catches her though, half his physical strength and half instinctive magic. That latter half is also what has him plunging his cock up into the younger of the two Delacour sisters almost as soon as she’s in his grasp.
Gabrielle lets out a delighted shriek as she wraps her arms and legs around Harry’s waist and Harry in turn grabs hold of her cute, heart shaped rump, holding her to him even as he begins to bounce her up and down on his length. She cums far quicker than Fleur, but then she’s had a while longer to get herself keyed up. Her passage already slick and ready for him just like her older sister’s had been, Gabrielle is soon screaming her pleasure and Harry’s name to the high heavens.
The young woman is just a bit tighter than her sister. But then, Harry has just taken her virginity, not that he realizes it. As he fucks the part veela right there in the middle of the meeting room, Gabrielle is lost in euphoric pleasure. She has saved herself for this moment after all. The eighteen-year-old has waited a decade to give herself to Great Britain’s new Minister of Magic.
His bravery in the lake not-withstanding, Harry is the strongest source of magic Gabrielle has ever been close to. Though he knew it not, from that very moment that he’d saved her life, she’d partially bonded to him, her own magic reaching out and latching onto his. It wasn’t a permanent connection of course, nothing ever is, and no one is ever forced to pursue such bonds. However, Gabrielle had chosen to wait for Harry, had chosen to grow up lusting after him. Her adoration and devotion had grown and now finally, here, it was paying off.
Gabrielle Delacour’s eyes roll back in her head and her body shakes. Her arms and legs begin to go limp as she loses the strength to keep them wrapped around Harry’s frame. In response, he carries her to the meeting table and lays her down gently beside her facedown sister. His cock pistons in and out of her a few more times and then he cums and Gabrielle’s mouth falls open in a big, round O as she feels him paint the walls of her womb white with his seed.
It is the most amazing moment of her life and Gabrielle passes out a moment later from the strain.
Harry is left staring down at the two beauties, scratching the stubble on his face and wondering what to do now. He knows what he wants to do… his cock is still hard, and his senses are telling him that both of the bitches before him are in need of another few loads of cum, just to make sure they’re almost certainly impregnated.
But these aren’t just ‘bitches’ to Harry. He’s got to treat them with resp-
“Mm, Harry… fuck me… fuck me Harry…”
Blinking as his thoughts are derailed, he looks to see Fleur shaking her hips back and forth suggestively. Yet the older of the two sisters is still unconscious… she’s speaking in her sleep. Still, who is he to deny her? Wide grin on his face, the Minister of Magic steps forward and places his hands back on the beautiful witch’s bubble butt.
He can’t wait to see what the next test entails…
