I've never really gone into the minutiae of it all overly much, but in my head, his abilities do have limits. He can only really focus on one person at a time and he does in fact have to focus on them. Likewise, there's definitely range limits as well that come into play. And yeah, Annie is actually in a really good place right now, to Palpatine's chagrin. After all, even if it wasn't said outright, she did NOT slaughter that whole Tusken Tribe in this fic. Heh, the difference is Tylo's ability isn't a Force Power but an inherent trait brought upon by his 'Mutant Human' heritage. What that means is that no amount of strength in the Force blocks his ability. Plenty of Force Users can use the Force to read intentions/emotions, with Anakin Skywalker/Vader eventually being able to read full-blown thoughts presumably because of his sheer connection to the Force. Tylo, however, can't be blocked by a strong enough mind, since he's not reading their thoughts through the Force.
