Alt has hacking covered and V himself is no slouch, so they're really good on that front. The typical plays are either stealth w/mantis blades, loud w/mantis blades or loud with gorilla arms/melee weapons. My last playthrough I did a stealth/shooter w/gorilla arms build that was actually really successful and fun. Ran an Assault Rifle, Shotgun and silenced pistol. Kept the pistol in case the mission required some sneaky breakie moves and just went loud with the rifle / Shotgun otherwise.

If he is going to stick to a quiet build then some charge legs/gorilla arms or optical camo would let him get places he otherwise couldn't. I voted limbs if some early/mid game stuff is available, otherwise there aren't a lot of options.
