“My brother Dream has his Vortexes. Once an era or so, a mortal becomes the very center of the Dreaming. Only briefly of course, but with catastrophic consequences if left unchecked.”

I picked Option A...the so-called Clown Prince of Crime needs to be removed from the equation ASAP, as I wouldn't be astonished if The Joker was like how Palpatine was the Dark Side imbalance in the Force in Star Wars but for Gotham (i.e. too much of a corrupting entity that throws any possible balance out of whack). Get him off the board with zero chance of resurrection and I think far more healing can happen than one would anticipate...especially if Joker goes out in a way that gives any possible successors pause in their ascension attempts.

The problem with A, is that given the other forces at play, it isn't unlikely that a new mad villain takes his place or that we get Joker 2.0. Buffing the heroes would help against all problems AND it gives the potential for Gotham's affection having a aside affect of making Lucien more attractive to heroines (and maybe villainesses) in Gotham.

It seems so much better, if A) he notes that Gotham is already annihilated as she was when he promissed that, what with her eventually being trained extensively as his personal pet, or B) get her an even bigger off, because he can even deny her the one promise he made, because that likely would, in and of itself, probably get her off even more as well.

If c winns, that mean that all outside forces can work in gotham, good and bad, and the city would eather find an equilibrium of sorts, what would allow to modernize the city, or it would force the people to leave the city, cause the ever more dangerouse fights will destroy ever llager parts of the city, and willl also force a time of eather reconstruction,, or the end of the city.
