I think what's going on is the Churchill (and the government) are secretly supporting the White Russians (anti-communists), and are using the Shelby's to arrange an arms shipment of tanks. The guy Arthur killed was (possibly) a Soviet agent.. And, bugger me, that's a ton of cash in that vault.
