I don't think Neron is trying to recruit them. I think the people trapped in the Time Prison with him and Mallus were creatures he already tried and failed to take over Hell with, and they have refused to throw in with him for a second go. He's using Project Hades to gather them all and take some form of revenge.

In this interview they said that Neron basically only exists because Tom Wilson seemed too nice of a guy to play a main villain. Just to answer your question about the hemophilia, yes, there was a thing with it in the beginning of season 2. Nate used to have it before being injected with the serum that turned him into Steel.
