I like this story as a whole and think it's pretty creative. It kinda feels like something you'd get from the Eighth Doctor/Big Finish audio dramas. The frog is...not great. I think one reason it looks so bad is the rest of the episode (and this series as a whole) looks so good. The frog is very Classic Who, however, so I can't completely hate it.

It's honestly really important to the story that the Solitract becomes a frog. Or, rather, it's important that it doesn't disguise itself to appeal to the Doctor. The Doctor is genuinely fascinated in it for what it is rather than because of illusions or lies. When the Doctor has to leave despite wanting to get to know it, it's because she is fascinated by the Solitract, and that's something it's never experienced before. That all goes away if it's just the Doctor having to get over some lost loved one. Nevermind that the Doctor has dealt with and processed their grief many times over, and that the Doctor herself was the one who proved the illusions were false.

Yeah the frog doesn't bother me. As Cowell said it's trying to be open and honest with the doc. A young girl like Eric suggested or a ball of light would have been fine too.

In the list of characters you say it could have been, you forgot the big one: RIVER!!! But upon further review, by the time it became a frog, it wasn't trying to trick anyone anymore. So it had to be its own form, something new. As to eating soil, I'm pretty sure 10 tasted some soil once to learn when or where they were.
