I think she working for Bruce or Bruce adjacent. I think the book has codes to create more bat suits. Bruce or Bruce adjacent doesn't want Luke or them to go on the hero path because of the major darkness they had too go through. (Batman Beyond Return of the Joker)

Honestly don't even blame Julia, she even told her she was kind of stalking Kate. Kate's red flags should've went up, but oh well it could've happened to anyone.
