Dumbeldore wasn't all that to me. I feel like his reputation carried him because he defeated Grindelwald and was very intelligent. Voldemort was willing to murder and commit evil acts that most wizards wouldn't, so he has the fear factor. Severus had the intelligence and a proclivity for the dark arts, so he had the best of both worlds.
