On it, a collection of the galaxy's most wretched scum and villains were gathered, indexed in accordance to race, name, occupation, and everything else that would make their identification a simple matter.
As tradition had it, the Systems Alliance and Cerberus both wanted the list, and every year, she used it for vastly different purposes.
