"That is a false accusation by the Luca Goers in response to their tournament loss... that eventually got a life of its own."
The man sighed and leaned back in his chair, twirling his mustache as he gave Lulu a leveled gaze. She shifted her weight from one shapely leg onto the other, and put a hand on her hip, staring back at him expectantly.
"Look mayor, you'd need more than handful of the league council on your side, and willing to personally vouch for him on that. There are plenty of old players of ill repute that look to make their way back in - why would we make an exception for some has-been island savage?" He inquired, finger still twirling his mustache with the expertise of habit. Lulu's lips curved into one of distinct dislike, and her red eyes flared briefly, making the man bristle in his seat.
"No offense, of course..." He muttered, Lulu's gaze remaining on him for a moment before she seemingly caught herself, cleared her throat, and straightened up.
"You'll find that I can be very stubborn..." She murmured, taking a step up towards the man's desk, his fellow councilor scooting back in his chair so as to not be swept along in her confident stride, or have his feet trampled by her heels. Her hands came up to, with sudden delicacy, plant themselves on the desk's edge, and she leaned forward, both councilor's eyes widening into the size of saucers - the man in front evading his gaze from the ample cleavage suddenly on full display whilst, conversely, the one she moved past instead leaning sideways to stare at what her all too short skirt was revealing.
"And very persuasive..."
A moment of silence followed, and the mustachioed man behind the desk cleared his throat, his initial shock wearing off and his eyes drifting with increasing boldness towards Lulu's bosom, threatening to spill from its confines as it was. His gaze shifted between the valley before him, Lulu's now slightly amused face, and the silent but excited expression and signaling of his colleague, the man waving his hands and mouthing words as to, seemingly, communicate a certain woman's lack of underwear.
"... let's say we would be open for persuasion... what is your plan going forward?"
Lulu's lips curved into a smile, and she theatrically put a finger to her lip while leaning her head back slightly, eyes trailing towards the roof as if to ponder his question.
"I reckon whatever works here will work with the rest too, no?"
A low chuckle escaped him after a moment's pause, and he straightened in his chair, fingers returning to twirling his mustache - though this time with notably increased vigor.
"I reckon we should call a meeting then. You're a remarkable woman, mayor, and an example to wives everywhere." He grunted, standing up and, with some small ceremony, lifting the phone on his desk. His colleague rose from his chair similarly, and Lulu threw a glance over her shoulder, her hips swaying slightly back and forth before his excited eyes.
"Anything for my husband." She breathed before slowly straightening up as well, her confidence somewhat undermined by the distinct powdering of red across her cheeks. The man chuckled again and began dialing, shakily putting more power than needed into the button presses.
"Actually, I feel like a smoke... I suggest we step outside before we head to the conference office. The walls here are... on the thinner side."
Lulu looked over her shoulder, realizing it was the first time the other man had spoken. The mustachioed man slammed the phone down into its holder, nodding fervently in response, clearly in agreement, and strode around his desk, his arm held out as to guide her towards the nearby door all the while his colleague joined them.
"I-I don't smoke." Lulu stated, somewhat taken aback by their sudden surge to action. The mustachioed man nodded his thanks as he was handed a cigarette, and gave her a look. The gentle clinking of the two undoing their belt buckles, while walking none the less, reached her ears, and her gaze shifted between them. The door opened with a distinct, metallic creak, and they strode out. Lulu noted the cigarettes were already lit in their mouths before the door slammed shut - veteran office workers indeed - and suddenly, their gazes were firmly set on her.
"I've got menthol, cinnamon, citrus... surely, there's something here you'd feel like putting your lips to?" The mustachioed man murmured around his cigarette, a plume of smoke escaping between his lips. He raised his hand, showing a colorful package with several differently colored filters standing out of it, ready for the taking - the offer, notably, being held right next to the undone belt buckle, with his pants only staying up owing to a lone button straining against a certain tented, bulbous mass.
"... I guess I'll have to take a closer look." Lulu breathed, her voice coming out almost as a whisper. The mustachioed man's colleague stepped up next to him, clearly in a similar predicament, staying silent as the mayor of Besaid slowly sunk into a crouch.
A few gentle metallic clinks followed, then the rustling of cloth, and then, almost in perfect unison, both men leaned their heads back with shaky, excited sighs passing from their lips. The fingers usually so busy twirling mustache finally left it alone, and slowly came down to instead entangle themselves into fine, black hair.
"Persuasive, indeed..."

Monday Loop owing to the Alley Crew voting in the esteemed Lulu from Final Fantasy X! Barring a few issues, I'm really happy with how this one turned out, so I hope you enjoy it too :)
