Yes true but maybe he kinda knows that Ishida is the active one since Ryuken doesn't really use his powers anymore. I actually had doubts too until that very scene. Like, how is possible there were so man quincies alive and no one sensed them at all? Seemed a plot hole to me it didn't make sense when I read the Manga scans. But then it was clear: they simply weren't, they were dead. They went to soul society after dying and regrouped in that place somehow and undetected by the shinigami. Also we know shinigami are kinda clueless because really too many souls pass through soul society and it's impossible to keep track of them. I guess that's also why Quilge Opie managed somehow to survive and keep fighting after Urahara did a hole in his "body". Soul essences can take more damage and not die. Remember what Jackie said to Ichigo while training his fullbring? "You got too used fighting as a soul entity all this time, you are fighting in a real body now, you will die i your injuries are severe"

Pay attention what Yhwach said to all sternritters "Ishida uryuu is the last surviving quincy." Yamamoto was speaking literally: they all died 1000 years ago (except Yhwach). What are we seeing now then it's not quincies in their human bodies but their souls.
