Probably but it also wouldn't surprise me if he was just that durable without Nen considering it's Netero.

I definitely think he used at least Ten when Killua kicked his leg and ended up injuring his own instead. It was pre Nen Killua but he's still insanely physically strong, for his shin to be injured when kicking an opponent is crazy
