Looking at it another way... when planning to taint the water supply of a given community, it would take a much smaller amount of the more advanced fluids to have the desired effect. Thus, the process would require fewer doses/visits to reach the critical point, meaning that there would be a much smaller window of opportunity for the plot to be detected and averted by some plucky hero.
