I didn't have any Intel GPU so I can't really test the Intel hardware encoder, but I will take a look at the source code see if I can find anything wrong, thank you for reporting this issue

I tried upping quality setting to 30 and 35 with basically no impact on the file size.

How do the settings for preset and quality compare to what is recommended for h264 and h265? I'm using an intel arc gpu and using AV1 at good/22 quality settings gives a video file that is about 2.5x larger than the same settings with h265 hardware encoding.
