Yes, and maybe. Drawing a bubble is easy but OCR overlay text is difficult as explained in one of my previous posts.

Will this help the translator be able to pick up the non-bubble text (when it can't "see" any bubbles)? Also, I wonder if you'll add a way to make a translucent box/bubble so people can just put english text over the japanese instead of trying to redraw (for people who don't care about making pages look good as possible vs having pages to read)
